If it isn’t made in Mexico, it isn’t tequila. Even if a liquor is created using the exact same ingredients and process as tequila, it legally can’t be called tequila unless it was made in one of the 181 municipalities designated within five Mexican states. The entire state of Jalisco, specific bordering towns in Guanajuato, Michoacan, and Nayarit, plus a small area of Tamaulipas are the only regions in the world certified for tequila production.
